The President, the Chairman of the Council, the Secretary of Commerce, and agency heads must use research from the National Climate Program when planning national global change research. They must make the Committee’s and federal agencies’ research available to the Environmental Protection Agency to help form a coordinated national climate policy under section 1103 of the Global Climate Protection Act of 1987 (15 U.S.C. 2901 note), and to other federal agencies for coordinated policies. Nothing here prevents or delays federal planning or actions to address stratospheric ozone depletion or global climate change.
