Gives short, simple meanings for important words used in this chapter. person means an individual, a business or group (like an association, partnership, joint venture, or corporation), or a government unit including states, local governments, departments, agencies, or any other organization. State means each U.S. State, the District of Columbia, the Commonwealth of Puerto Rico, and any U.S. territory or possession. interstate off-track wager means a legal bet placed in one State on a race running in another State, including pari‑mutuel bets sent by phone or electronic media and combined pools when allowed. on-track wager means a bet made at the racetrack where the race is run. host State means where the race takes place. off-track State means where the interstate off-track wager is accepted. off-track betting system means a business that accepts bets away from the racetrack and is run or allowed under State law. off-track betting office means any place in an off-track State where those bets are taken. host racing association means the licensed person or group that runs the race. host racing commission and off-track racing commission mean the people or bodies named by law or regulation to regulate racing or off-track betting in their State. horsemen’s group means the group that represents the majority of owners and trainers racing for that host association on a given day. parimutuel means a wagering system where bettors bet into a shared pool and bet against each other, not against the operator. currently operating tracks means tracks running parimutuel races at the same time of day (afternoon vs. afternoon; nighttime vs. nighttime) as the race in question. race meeting means the scheduled days a racing association is allowed to run races. racing day means the full program of races at a given association on one day. special event means a single race the off-track system calls important enough for interstate wagering. dark days means days when the same type of racing does not occur within 60 miles of an off-track betting office during a race meeting, including certain weekday or canceled programs (for example due to weather or strikes). year means calendar year. takeout means the part of the wager taken out of the pool and paid to others. regular contractual process means the negotiations by which the horsemen’s group and host racing association reach agreements. terms and conditions includes items like the percentages paid between the off-track system, the host racing association, and the horsemen’s group, and any exclusivity arrangements.
