The Authority can make deals with a State racing commission to let the State run parts of the racetrack safety program or, if the anti-doping enforcement agency agrees (see section 3054(e)), parts of the drug-testing program. The State must be able to follow the Authority’s rules, and it cannot run those parts in a way that is less strict than the Authority requires. If someone’s actions might break both the program’s rules and federal or state law, the Authority and law enforcement must work together and share information. This is to avoid repeating work and to make enforcement more coordinated and efficient.
