§3060 State Delegation; Cooperation

Summary

The Authority can make agreements with a State racing commission to let the state run parts of the racetrack safety program or, if the anti-doping and medication control enforcement agency named in section 3054(e) agrees, parts of the horseracing anti-doping and medication control program. A state may only do these things if it can follow the Authority’s rules, and it cannot use rules that are weaker than the Authority’s. When someone’s actions might break both the medication or safety rules and federal or state law, the Authority and federal or state law enforcement must work together and exchange information so they do not duplicate efforts and can coordinate their work.
