Title 15 › Chapter 58— FULL EMPLOYMENT AND BALANCED GROWTH › § 3103
Hold a National Employment Conference in the District of Columbia within a reasonable time after October 27, 1978. The President or a federal agency must organize it and bring together business, labor, government, and other interested people. The conference must focus on jobs—especially structural unemployment and disadvantaged youth—and on ways to encourage private employers to hire the hardest-to-employ, including targeted employment tax credits, wage vouchers, and other incentives.
