Congress tells the President to improve and expand youth job programs and to suggest new laws if needed. Congress found three things: many young people face serious joblessness and economic trouble even when the economy is okay; they make up a large share of unemployment and that adds to crime, alcoholism, drug abuse, and other social problems; and many youths have special job needs that, if not dealt with, will make unemployment worse later. When creating these programs, the President must include five goals: coordinate youth work with other job and training efforts; make it easier to move from school into work; help disadvantaged and handicapped youth get steady, self-supporting jobs; combine training with real work; and encourage private and independent businesses to hire youth full time.
