Title 15 › Chapter 58— FULL EMPLOYMENT AND BALANCED GROWTH › Subchapter I— STRUCTURAL ECONOMIC POLICIES AND PROGRAMS INCLUDING TREATMENT OF RESOURCE RESTRAINTS › § 3117
Requires the Economic Report to include an Investment Policy Report that looks at how Federal programs and rules affect business investment. The report must review things like the tax code, government spending, regulations, trade policy, and support for research and new technology. It must assess how much investment money is available, needed, and used by small, medium, and large businesses. It must analyze likely future trends and describe programs or proposals to carry out the policy in section 1021(i). The report must also say how overall economic policy and the rate of inflation affect investment. The President must put recommended new or changed programs in the President’s Budget. The report sent to Congress goes to the Joint Economic Committee. The Economic Report must also review Federal policies and programs that affect public investment, including grants to States and local governments. The President should recommend new or changed programs to improve public investment so the goals of this chapter and the Employment Act of 1946 [15 U.S.C. 1021 et seq.] are met.
