New programs created and paid for under this chapter must pay equal wages for equal work. They must also create more jobs by doing work that would not otherwise be done or that is needed for national priorities. If the law that creates a program sets a cap on yearly pay, that cap applies. Anyone working on a reservoir project under section 3116(c)(1) or any other job under this chapter must get at least the same pay as others doing the same work for the same employer, and never less than the minimum wage under the Fair Labor Standards Act of 1938 [29 U.S.C. 201 et seq.]. No one on a reservoir project under section 3116(c)(1) may do work covered by sections 3141–3144, 3146, and 3147 of title 40 unless a law specifically allows it. Any Presidential proposal for laws to use these funds must include proper wage rules based on existing wage laws.
