Title 15 › Chapter 9— NATIONAL WEATHER SERVICE › § 327
The Secretary of Commerce can hire people to run weather studies in the Arctic without following the usual federal hiring rules, and pay them up to the highest GS‑12 rate. The Secretary can also give extra pay to employees from other agencies who take and send weather observations, even if normal pay rules would not allow it.
