Protects housing choices by acting against problems that happen when rental buildings are turned into condominiums or cooperatives. Congress found there is not enough affordable housing, conversions are rising and can limit options for low- and moderate-income, elderly, and disabled people, some long-term amenity leases can be unfair and states sometimes cannot fix that, and the federal government is already involved in housing and finance across state lines. The law aims to reduce harm from these conversions, make sure fair rules are used when creating condos and co-ops, and provide relief when long-term leases for shared facilities are found to be unfair.
