§3704b–2 Transfer of Federal Scientific and Technical Information

Summary

Federal agency heads must quickly give unclassified scientific, technical, and engineering information from federally funded research to the National Technical Information Service (NTIS) so businesses, schools, state and local governments, and other federal agencies can get it. Only material that can be publicly shared is included. Examples include technical reports, computer software, application assessments under section 3710(c), training technology, and other federally owned or created technologies. The Secretary must issue rules about how to do this within one year after February 14, 1992. Each year, as part of the report required under section 3704b(f)(3), the Secretary must tell Congress how these efforts are going. The report must evaluate how complete the transfers are for each agency, describe how the information is being used, give plans to improve public access, and recommend any laws needed to improve access.
