§3704b–2 Transfer of Federal Scientific and Technical Information

Summary

Federal agencies must quickly send unclassified scientific, technical, and engineering information from federally funded research to the National Technical Information Service (NTIS) so businesses, schools, state and local governments, and other agencies can use it. Only information that could be made public otherwise should be sent. Examples include technical reports, computer software, application assessments under section 3710(c), training tools, and other federally owned technologies. The Secretary must create rules for this within one year after February 14, 1992. Each year, the Secretary must tell Congress how these transfers are going. The annual report must check how complete each agency’s transfers are, describe how the information is being used, give plans to improve public access, and recommend any needed laws.
