Title 15 › CHAPTER 64 — METHANE TRANSPORTATION RESEARCH, DEVELOPMENT, AND DEMONSTRATION › § 3806
The Secretary must collect baseline data on methane-fueled vehicles by January 1, 1982. By April 1, 1982, the Secretary must also issue rules for tests and invite proposals to run demo projects that test methane vehicles and fueling systems in different climates and conditions. Public groups can get technical help and grants covering up to 50% of the cost to install methane transmission, storage, and fueling equipment. Private groups can get technical help and loans covering up to 50% of those costs. Loans must look likely to be repaid, can last no more than five years, and carry an interest rate the Secretary sets but not less than a Treasury-based minimum. Help to pay for collecting and reporting data is also available. Mixed public/private groups get a combined package. At least 50 demonstrations must be supported. At least 10 must start in the fiscal year ending September 30, 1982, and at least 20 must start in each of the fiscal years ending September 30, 1983 and September 30, 1984. Each demo must run at least three years and keep records on fuel use, emissions, repairs, and accidents, and send reports as required. Projects should show a range of conditions (altitude, climate, air quality, uses, vehicle types, trip lengths). Each funded fleet must have at least 50 vehicles, except one yearly demo may involve off‑road agricultural equipment. At least two demos each year must be in areas chosen for serious or unique air quality problems on the EPA’s recommendation.
