Anyone who gets a certificate of review must quickly tell the Secretary about any change that matters for what the certificate covers. They can also ask the Secretary to change the certificate to show how the change affects their covered activities. A request to change a certificate will be treated the same as a new certificate application. The change takes effect on the day the request is sent to the Secretary. If the Secretary or the Attorney General thinks a certificate holder no longer meets the standards in section 4013(a), they can ask that person for information. Not answering can lead to revocation. If they find noncompliance or no response, the Secretary will give written notice saying why. In the 60-day period starting 30 days after that notice, the Secretary must revoke the certificate or change it so it only covers activities that meet the standards. The Attorney General and the Assistant Attorney General may investigate like they do under section 1312, but they may not issue a civil investigative demand to a certificate holder who is the target of the investigation.
