Title 15 › Chapter 67— ARCTIC RESEARCH AND POLICY › § 4105
The Commission may hire an Executive Director and other staff under civil service rules and a part of title 5, but no more than seven paid people in all. It can also hire temporary help under section 3109 of title 5, make contracts, buy supplies and property, and arrange for financial and administrative services with the General Services Administration and pay them back from the Commission’s funds. The Commission may name scientists and engineers as unpaid advisors and pay their travel and per diem under section 5703 of title 5. Those advisors are not federal employees, except for claims under chapter 81 of title 5 (work injuries) and chapter 171 of title 28 (tort claims).
