§4105 Administration

Summary

The Commission can hire an Executive Director and other staff, as allowed by federal civil service rules and subchapter III of chapter 53 of title 5, but no more than seven paid people total. It can also buy temporary or part‑time help under section 3109 of title 5, make contracts and buy supplies and property, and arrange with the General Services Administration for financial and admin services paid back from the Commission’s funds in amounts both agree on. The Commission can appoint scientists and engineers to advise it without pay. Those advisors can be reimbursed for travel and per diem under section 5703 of title 5. Advisors are not federal employees, except they are covered for work‑injury benefits (chapter 81 of title 5) and for certain tort claims (chapter 171 of title 28).
