Defines key words used in this chapter. Smokeless tobacco means what Title 21, section 387(18) says. Commerce means trade across state or territory lines, trade between points in a state that goes through places outside it, or trade entirely inside Washington, D.C., or U.S. territories (Puerto Rico, Guam, the Virgin Islands, American Samoa, Wake Island, Midway Islands, Kingman Reef, Johnston Island). United States (geographic) includes the states, D.C., those territories, and Armed Forces installations. Package means any pack, box, carton, pouch, or container used to offer, sell, or give smokeless tobacco to consumers. Sale or distribution includes sampling or any distribution not for sale. Secretary means the Secretary of Health and Human Services.
