Summary

The law directs the Department of Defense to give money to Sematech for research and development in semiconductor manufacturing because Congress says this helps the country's economy and security. It aims to encourage U.S. chip makers to study advanced manufacturing methods, to adapt those methods for many chip products, and to set up a grant program to fund Sematech’s research. Semiconductor Technology Council — the advisory council created under section 4603.
