The Semiconductor Technology Council must do a study and send a report by February 1, 1989, and every year after when federal money is spent on Sematech. The report goes to the Senate Governmental Affairs Committee, the Senate Armed Services Committee, and the appropriate House committees. The Under Secretary of Commerce for Technology directs the study. The report must identify possible federal funding sources and recommend ways to provide funds (grants, loans, loan guarantees, or in‑kind contributions) and whether recoupment is feasible. It must assess federal participation (technology R&D, civilian and defense industrial base, and commercialization); summarize current plans, milestones, cost estimates and changes; report the prior fiscal year’s accomplishments and shortfalls; explain interagency coordination on funding and decisions; and cover any other matters the Council finds appropriate.
