DOE national laboratories may take part in Initiative research and development projects with the Department of Defense, or with consortia, colleges, or universities working with those consortia, as long as the work fits the labs’ missions. The Energy Secretary can make the agreements needed to let the labs join. At least one DOE lab must do R&D on semiconductor manufacturing technologies. That work can include making and testing materials, designing and modeling devices, and developing new processing equipment.
