Title 15 › Chapter 72A— CREATING HELPFUL INCENTIVES TO PRODUCE SEMICONDUCTORS FOR AMERICA › § 4658
The President must, not later than 180 days after January 1, 2021, give Congress a report that explains a plan to use powers in Title III of the Defense Production Act (50 U.S.C. 4531 et seq.) to build or improve U.S. production of microelectronics and related technologies. The plan only applies if Congress provides money and if, under Title III, the President finds those technologies are essential to national defense and U.S. industry cannot meet the need. The President must make the plan after consulting relevant federal agency heads, the advisory committee under section 708(d) of the Defense Production Act (50 U.S.C. 4558(d)), and appropriate private-sector stakeholders.
