Title 15 › CHAPTER 73 — EXPORT ENHANCEMENT › SUBCHAPTER III — EXPORT PROMOTION › § 4728
The United States government must promote the export of U.S. environmental technologies, goods, and services. To do that, the President will create an Environmental Trade Promotion Working Group inside the Trade Promotion Coordination Committee. The Working Group will plan and coordinate export promotion and export financing, and the Secretary of Commerce will pick a Commerce senior staff member to lead it. The leader must review how well government programs work, suggest fixes, coordinate agency efforts, and check whether the programs support international environmental goals like Agenda 21. The group includes agency representatives and an EPA representative. The Secretary will also set up an Environmental Technologies Trade Advisory Committee made of people from five groups (environmental businesses, trade associations, private promotion groups, States, and other interested public members). The Secretary must appoint at least one person from each group. Each year the Working Group and the Committee will pick 5 priority countries and write a detailed export plan for each. Commerce will share market information and describe federal export programs. The Department will place environmental-technology specialists in the U.S. and Foreign Commercial Service in each of the 5 priority countries to help U.S. firms with market analysis, training, customer and financing help, standards information, and links to government programs. The TPCC can start regional environmental initiatives to build partnerships, support policies, coordinate federal and state efforts, run trade events, and push high-level advocacy. The Working Group must keep a public calendar, updated every quarter, listing trade events and the 50 to 100 foreign projects with the best potential for U.S. environmental exports. Subject to available funds, the Secretary can fund regional export alliances of businesses, nonprofits, and universities. An "environmental business" means a business that makes environmental technologies, goods, or services.
