15 U.S.C. § 4805: Executive Director and staff

Summary

The Council must hire a full-time Executive Director as its top manager. The Council appoints that person and may pay them up to the GS–18 salary level. The Executive Director can hire staff if money is available and must follow federal civil service rules. The staff are treated as special government employees under the Ethics in Government Act of 1978 (title II) and under 18 U.S.C. sections 201, 202, 203, 205, 207, and 208. The Council can also hire temporary experts or consultants at pay no higher than the daily equivalent of the GS–16 top pay. Other federal agencies may lend employees to the Council if the Council reimburses their agency.

(a)Executive Director (b) Staff

(1)The principal administrative officer of the Council shall be an Executive Director, who shall be appointed by the Council and who shall be paid at a rate not to exceed GS–18 of the General Schedule.

(2)The Executive Director shall serve on a full-time basis.

(c)Experts and consultants

The Council may procure temporary and intermittent services under section 3109(b) of title 5, but at rates for individuals not to exceed the daily equivalent of the maximum annual rate of basic pay for GS–16 of the General Schedule.

(d)Details

Upon request of the Council, the head of any other Federal agency is authorized to detail, on a reimbursable basis, any of the personnel of such agency to the Council to assist the Council in carrying out its duties under this chapter.
