Title 15 › Chapter 74— COMPETITIVENESS POLICY COUNCIL › § 4807
Each year by March 1, the Council must send a report to the President, the Senate Governmental Affairs Committee, and the relevant committees in both the House and Senate. The report must say the goals for making the U.S. economy more competitive, the policies needed to reach those goals, a summary of current federal, state, and local policies that affect competitiveness, and a summary of important economic and technology changes at home and abroad that affect U.S. industries. The report must also name and explain real or likely developments that could harm, disrupt, or give big new chances to U.S. industries; say which industry sectors are affected; and include the Council’s findings and recommendations from the previous fiscal year. Those recommendations can propose new laws or administrative steps and may include ideas to eliminate, combine, or reorganize government agencies, especially ones dealing with research, science, technology, or international trade. The Council must consult each committee before the report, and each committee must then send its views and recommendations to its own chamber.
