The Secretary must, as much as possible, make the Data Bank include service‑sector economic data that are as full and up‑to‑date as the merchandise‑sector data. The Secretary must do a new benchmark survey of service transactions covering eight types of services: banking; information (including computer software); brokerage; transportation; travel; engineering; construction; and health. The Secretary must provide, at least once a year, a full report on the service sector and must also provide an index of leading indicators that measures service‑sector activity in direct proportion to the service sector’s share of the United States gross national product.
