Title 15 › Chapter 78— SUPERCONDUCTIVITY AND COMPETITIVENESS › § 5202
The Director of the Office of Science and Technology Policy must create a 5-year National Action Plan on advanced superconductivity research and development. The Office must work with the National Critical Materials Council and the National Commission on Superconductivity to make the plan. The plan must set goals and priorities, say which federal departments and agencies will do what work, recommend funding levels for the 5 years following November 19, 1988 for each participating agency, and suggest how industry and universities can take part. The Office, with the National Critical Materials Council, must send the plan to the House Committee on Science, Space, and Technology and to the Senate Committees on Energy and Natural Resources and on Commerce, Science, and Transportation within 9 months after November 19, 1988. The Office must also send an annual progress report that evaluates the plan and shows how much federal money was spent the prior year. That annual report must go with the President’s budget to the same committees.
