National Institute of Standards and Technology (NIST) must do basic and applied measurement research to support networking and information technology systems. It must create and recommend standards, measurement techniques, test methods, and benchmark tests so systems and software work together and are easy to use. NIST must also develop standards and guidelines to keep Federal agency information and systems secure and private in a cost‑effective way. National Oceanic and Atmospheric Administration (NOAA) must do basic and applied research in weather prediction and ocean sciences. It must focus on new forecast models, computational fluid dynamics, and using evolving computer architectures and networks in the systems that carry out the agency’s missions.
