Agencies can exclude some computer systems from these rules unless the agency head objects, including systems handling classified information and systems named in 44 U.S.C. 3552(b)(6)(A)(i). Agencies may buy prototype or early production networking and IT equipment to support development; such purchases count as research computers for contracting.
