The Commission must enforce the rules in this subchapter. If someone breaks those rules, it counts as breaking the Federal Trade Commission Act, so the Commission can use all the powers that Act gives it to make people comply, even if the person is not doing business, and the Commission may create rules needed to carry out the subchapter.
