Allows the Commission to temporarily hire officers or employees from foreign government agencies as Commission staff under section 42 of this title or sections 3101 or 3109 of title 5, and to temporarily assign its own officers or employees to work for those foreign agencies. These exchanges do not have to be reciprocal. The Commission can accept cash or in-kind payment or reimbursement to cover expenses. People hired this way must follow the same ethics, conflict-of-interest, anti-corruption, and other federal rules that apply to similar federal appointments.
