Defines key words used in this chapter. "Attorney general" means the top legal officer of a State. "Commission" means the Federal Trade Commission. "State" includes any U.S. State, the District of Columbia, Puerto Rico, the Northern Mariana Islands, and any U.S. territory or possession. "Telemarketing" means a phone-based plan or campaign to get people to buy goods or make donations that involves more than one interstate phone call. It does not include catalog mailings that describe items, show pictures, list the seller’s business address, are multiple pages, and are issued at least once a year.
