Allows a group formed only to sell goods or services abroad, and actually doing only export business, to not be treated as breaking the Sherman Antitrust Act. The group must not limit competition or trade inside the United States, hurt a U.S. competitor’s export business, or make price-fixing or other deals that raise or lower U.S. prices or greatly reduce competition.
