Industry trade association: a tax‑exempt group that represents the industry. Odorized propane: propane with an added smell (odorant). Producer: the owner when propane is recovered at a gas plant or refinery. Propane: mainly the hydrocarbon C3H8, including LPG and blends. Public member: a Council member who is not a producer or retail marketer and represents users, safety, academia, or researchers. Qualified industry organization: certain national associations or a group that represents at least 25% of U.S. propane volume. Retail marketer: mainly sells odorized propane to consumers or retail dispensers. Retail propane dispenser: sells odorized propane to consumers but not as its main business. Secretary: the Secretary of Energy.
