§644a Small Business Procurement Advisory Council

Summary

Creates an interagency group called the Small Business Procurement Advisory Council. The Council must make official positions on proposed procurement rules that affect small businesses, send those comments to the right regulators, review each Office of Small and Disadvantaged Business Utilization under section 644(k) to check compliance, find best practices to boost small business use in federal contracting, and send an annual report to the Committee on Small Business of the House of Representatives and the Committee on Small Business and Entrepreneurship of the Senate summarizing the comments sent in the 1-year period, review results, and best practices found. The Council includes the Administrator of the Small Business Administration (or the Administrator’s designee), the Director of the Minority Business Development Agency, and the head of each agency’s Office of Small and Disadvantaged Business Utilization. The SBA Administrator (or designee) must chair the Council. The chair calls meetings as needed to consider proposed procurement rules. The Federal Acquisition Regulatory Council and other proper regulators must consider the Council’s timely comments.
