Summary

Defines important words used in the chapter. It explains what each key term means so people know how the rules apply. Child — a person under age 13. Operator — anyone who runs a commercial website or online service that collects or keeps users’ personal information, including sellers, when the site does business across states, with other countries, or in U.S. territories or the District of Columbia; excludes certain nonprofits. Commission — the Federal Trade Commission. Disclosure — when an operator releases a child’s personal information to others or makes it publicly available in identifiable form, except for use by helpers who only support the site’s internal operations. Federal agency — an agency as defined in 5 U.S.C. 551(1). Internet — the worldwide network of computers and telecom systems using TCP/IP or similar protocols. Parent — includes a legal guardian. Personal information — individual-identifying data collected online, such as full name, home address, email, phone number, Social Security number, other contact identifiers the Commission finds, or data about a child or parent combined with such an identifier. Verifiable parental consent — a reasonable effort, using available technology, to notify a parent and get their permission before collecting a child’s personal information. Website or online service directed to children — a commercial site or part of a site aimed at children; merely linking to a child-directed site does not make a site child-directed. Person — any individual or business entity. Online contact information — an email address or a similar identifier that allows direct online contact.
