Federal rules here do not replace or change state laws, rules, or orders unless a state rule clashes with the federal rule. If there is a clash, the federal rule only overrides the parts that conflict. If a state rule gives people more protection than the federal rule, it is not a clash. The Bureau of Consumer Financial Protection decides if there is a clash after talking with the agency that has authority under section 6805(a). The Bureau can act on its own or after a petition by an interested person, including someone who filed or is the subject of a complaint.
