The Secretary of the Treasury must lead a study, with federal regulators and the Federal Trade Commission, on how financial institutions and their affiliates share customer information. The study must look at why information is shared, how well it is protected, privacy risks, benefits for firms and customers, whether current laws and privacy notices are enough, and whether opt-in, opt-out, or limits on uses would work. The Secretary must work with state insurance authorities designated by the National Association of Insurance Commissioners, plus industry, consumer and privacy groups, and the public. A report with findings and any recommended actions must be sent to Congress by January 1, 2002.
