After September 30, 1985, the Federal Financing Bank must not buy certain debts tied to guarantees under this part of the law. That means it cannot buy any debt whose principal or interest was ever guaranteed here, any ownership interest in those debts, or any debt that is backed by or mostly based on those guaranteed debts.
