Making, bringing into, selling, shipping, or offering any wool product that is mislabeled or that breaks the labeling rules in this law is illegal. Doing so is treated as an unfair business practice and a deceptive act under the Federal Trade Commission Act. The rule does not cover common carriers that only transport wool in the normal course of business. It also does not cover wool made for export if it is labeled the buyer requests and follows the laws of the foreign country.
