Money given under this program must be matched with nonfederal funds at a rate of at least 50 percent for every dollar the Administration provides. Fees, grants, gifts, loan money, and in-kind contributions from public or private sources can count as the match. If an applicant cannot find matching funds, the Administrator can reduce or waive the match. However, no more than 10 percent of the Administration’s total program funds in any fiscal year may be exempted from the matching rule.
