Creates a federal program to bring more venture capital to small companies that create, make, or sell products and services that produce or support renewable energy. The goal is to fill gaps in equity funding so those small firms can grow and get their technologies to market. Run by the Administrator, the program will sign participation agreements with designated Renewable Fuel Capital Investment companies, guarantee debentures of those companies so they can invest in small renewable-energy firms, and give grants to those companies and to others to provide operational help to the small businesses they fund or plan to fund.
