Creates a separate Treasury fund for the program’s guarantee work. The Administrator can use the fund without yearly limits. All money, property, and assets from those guarantee activities must go into the fund. Payments and claims for those activities must be paid from the fund, except for administrative costs. Money not needed right away may be invested in U.S. government securities, but money provided as the fund’s capital cannot be invested.
