The Secretary of Agriculture may transfer the money provided by clause (2) of section 612c of title 7 to the Federal Surplus Commodities Corporation. That Corporation will continue as a U.S. agency under the Secretary of Agriculture until June 30, 1945. The transferred money, plus the Corporation’s other funds, can be used—without following the usual rules for spending public money—to buy, trade, process, move, store, inspect, distribute, or dispose of agricultural commodities and related products. It can also pay inspection fees, commissions, and other incidental and administrative costs (like rent, printing, and hiring staff in Washington, D.C., and elsewhere). Hiring must follow the rules that apply to the Agricultural Adjustment Administration. Commodities bought this way may be donated for relief and for use in nonprofit children’s summer camps.
