§713d–1 Critical Shortages; Recommendations by President; Public Hearings

Summary

If the President decides there is or will be a critical shortage of any raw material, commodity, or product that threatens the health or safety of people in the United States or the nation’s security or welfare, and the shortage cannot be fixed soon by more supply without government action and cannot be solved by voluntary agreements under this law, the President may prepare conservation measures and send them to Congress. The submission must explain the problem, give a detailed plan for how the measures would be run (including any extra budget and staff needed), show how much use would be cut for each processor or user with the formulas and criteria used, and include all the factual evidence and government information that supports the plan. Within fifteen days after the plan is sent, the Joint Economic Committee must hold public hearings and then recommend to Congress any legislative action needed based on the President’s plan and what was revealed at the hearings.
