Title 15 › Chapter 15A— INTERSTATE TRANSPORTATION OF PETROLEUM PRODUCTS › § 715c
When the President finds that petroleum and petroleum products moving between states are so limited that supply (including imports and reasonable withdrawals from storage) does not match demand (including exports and reasonable additions to storage) and this unduly burdens interstate trade, he must publicly declare it. After that declaration, the related provision stops applying until he later declares the conditions have ended. If any part of this suspension is held invalid, that does not affect the validity or use of the other provision.
