Title 15 › Chapter 15B— NATURAL GAS › § 717d
The Commission must hold a hearing and, if it finds a natural gas company’s rates, fees, classifications, rules, practices, or contracts are unfair, unreasonable, or biased, set fair rates and order them to be used. It cannot force a company to raise rates beyond what the company has filed unless the company files a new rate schedule, but it can order rate cuts when current rates are unlawful or unfair. The Commission may also, on its own or when a State utility agency asks, investigate and figure out how much it costs a company to produce or move natural gas, as long as doing that does not harm the Commission’s normal work.
