Title 15 › Chapter 15C— ALASKA NATURAL GAS TRANSPORTATION › § 719g
Federal agencies must quickly give any federal permits, land rights, leases, or other approvals needed to build and start operating an approved transportation system. They must do this as far as their own laws let them. If a law has been waived under section 719f(g), the agency must ignore that law and still act as soon as possible. Applications for these approvals must be handled faster than other, similar requests. Any approval must include the legal terms required by law unless waived under section 719f(g). Agencies can add allowed extra terms, but they cannot force a change to the basic type or main route of the approved system. They also cannot add or change terms later if doing so would significantly delay or stop quick construction or initial operation. Agencies should include terms the President listed as appropriate, when their laws allow it.
