Imposes an extra charge on imported goods that come with a condition that the importer or anyone in the United States must not buy, use, or sell competing products. The importer must pay, on top of the normal customs duty, a special duty equal to double the amount of that normal duty. A foreign maker may set up an exclusive U.S. sales agent and that agent may agree not to handle competitors’ products. But if the foreign maker requires the agent, or the agent agrees with the maker, to impose those restrictions on U.S. buyers, then imports by that agent are not exempt and the double duty applies.
