Team members and people the Director allows may, after showing ID and a written notice, enter places where a building failed or where parts or records from that failure are kept. They may, during reasonable hours, look at records (like design or maintenance files), inspect and test building parts and materials, and move records or pieces when allowed by the official procedures. Inspections must avoid unnecessary disruption to building owners or operators and must, as much as possible, protect evidence for the investigation. Teams must not get in the way of search and rescue. They must work with scientists, other federal agencies (NIST will make agreements to coordinate), and state or local authorities. They should help civil parties when it is practical and does not harm the investigation or evidence. A Team’s probe normally takes priority over other federal probes or civil cases, except the National Transportation Safety Board may take priority for related work, or law enforcement may take priority if the Attorney General says a crime may be involved. If law enforcement suspects a crime and tells the Director, the Team must help preserve evidence.
