Title 15 › Chapter 100— CYBER SECURITY RESEARCH AND DEVELOPMENT › § 7403
The Director must give grants for basic research to make computer and network hardware and software more secure. The research can cover many topics, including authentication and cryptography, forensics and intrusion detection, reliability of systems and networks, privacy, network architecture, new threats and risk assessment, wireless and remote access, law enforcement tools for cyber-crimes, secure protocols, secure software engineering and assurance, building secure systems from mixed components, monitoring and recovery, cloud and mobile security, voting system security, and how people interact with computers. Grants are chosen in competition using merit review. The law authorizes funding of $35,000,000 for fiscal year 2003; $40,000,000 for 2004; $46,000,000 for 2005; $52,000,000 for 2006; and $60,000,000 for 2007. The Director must also award multiyear grants, if funding is available, to colleges, nonprofit research groups, or consortia to create multidisciplinary Centers for Computer and Network Security Research. These centers may team up with government labs, companies, or other schools. Applications must describe the center’s research projects and roles, how it will promote teamwork across fields, how it will grow and diversify the workforce, and how it will share results quickly. Review will consider the applicant’s ability to do innovative work, past experience, support for diverse students and postdocs, partnerships, computing resources, industry links, secure facilities, federal ties, experience transitioning tech, and ability to do interdisciplinary and technical work. The Director will hold an annual meeting of the centers. Authorized funding for these centers is $12,000,000 for 2003; $24,000,000 for 2004; $36,000,000 for 2005; $36,000,000 for 2006; and $36,000,000 for 2007.
