Gives the President the power to stop or limit imports into the United States when there is a war elsewhere that the United States is not fighting and the President has reason to think a foreign country, colony, or dependency is blocking U.S. goods in ways that break international rules. This covers U.S. products that are not harmful to health or morals, and the President can ban similar or other goods from that place while the foreign restriction lasts. The President must issue a public proclamation naming the banned items. Anyone who imports, tries to import, or helps import those items against the proclamation can be fined $2,000 to $50,000, jailed for up to two years, or both. The President can change, cancel, or renew the proclamation.
