Allows agencies to use money they already have, with the President’s OK, to pay officers and their expenses for duties moved to the Administrator until other funds are found. If a job that needs Senate confirmation is empty on the effective date, the President can have someone who held that confirmed job before, or who did the same work before, act in the job. That acting person can serve no more than thirty days unless their appointment is sent to the Senate during that time. When people are moved under this chapter, they cannot be fired, lowered in rank, or paid less (except for cause) for one year after the move. Someone who, on the effective date, held a job paid under the Executive Schedule (chapter 53 of title 5) and is moved without a break to a similar job in the Administration must be paid at least the same rate they had before.
