Title 15 › Chapter 103— CONTROLLING THE ASSAULT OF NON-SOLICITED PORNOGRAPHY AND MARKETING › § 7710
The Commission must send two reports to the Senate Committee on Commerce, Science, and Transportation and the House Committee on Energy and Commerce. The first report, due within 9 months after December 16, 2003, must lay out a reward system for people who give information about violations. It must include procedures to pay at least 20% of the total civil penalty to the first person who both names the violator and gives information that leads to collecting the penalty. It must also explain how to make filing complaints easier, including letting people file them electronically. The second report, due within 18 months after December 16, 2003, must present a plan to make commercial email clearly marked in the subject line—by following Internet Engineering Task Force standards, using the characters “ADV,” or another clear marker—or explain any concerns that would make the Commission advise against such a plan.
